In 2014, people began to understand and accept the new norm pf China economic growth. Short term decline due to fast growth rates, searching for the “bottom” in mid and high growth rate, how to achieve smooth transition of growth stages thus into a new dynamic and sustainable development platform, are general concerns of the public. This book, the third series on the “medium and long term development” topic by the State Council Development Research Centre, makes answers available to these public concerns.

Each chapter analyzes new characteristics and trends of medium and long term development, adjusting the forecast on growth over the next decade, analyzing and envisaging the economic features of 2015, at the same time tackling the approach and methods for increasing productivity.

Chinese Summary/中文概要： 2014年，中国经济发展新常态渐成共识。人们普遍关心增长速度是否会在短期内出现过快下滑，中高速增长的“底”在何处，如何实现增长阶段的平稳转换，进入一个新的富有活力且可持续的发展平台？本书作为国务院发展研究中心“中长期增长”课题组的系列研究的第三辑，对这些问题给出了回答。

课题组的研究认为，近五年来出现的中国经济增长阶段转换是规律使然。如果说前一阶段是这一转换的上半程，主要遇到的是认识问题；近期则进入了下半程，下行压力和风险加大。今明两年很可能是中高速增长的触底期，需要“缓冲性”宏观政策与“效率导向”改革措施的协同配合，加快实现转型再平衡。成功跨入高收入国家行列，关键在于通过深化相关领域改革，为全面持续提升要素生产率铺平道路。这正是本书以“攀登效率高地”为主题的涵义所在。

本书各章在分析具有中长期意义的新趋势、新特征的基础上，适当调整了未来十年增长前景预测，并对2015年经济形势进行了展望和分析，同时对各相关领域提高要素生产率的途径和方法进行了深入探讨。
