About the Author/作者介绍： 郭荣星是中国北京大学中国区域科学协会区域经济委员会的掌门人。他曾任职于巴黎的经济发展与合作组织，华盛顿的布鲁斯金学会。

RONGXING GUO is Head of Regional Economics Committee of Regional Science Association of China at Beijing University, China. He has served with the OECD in Paris and at the Brookings Institution in Washington, D.C.
