Biological agents in a laboratory setting are extremely sensitive, and scaling up from laboratory experiments to full-blown production of weaponized biological agents involves huge problems. Even with massive funding, the U.S. and Soviet programs found it every difficult to build reliable bioweapons.

She has published in journals such as International Security and Bulletin of the Atomic Scientists.
